No, wiper service positions are not found on all vehicles. They're more common on the latest vehicle models (2012 onwards), especially those made in Europe.
The service position moves the vehice's wiper arms to the verticle position. This allows for them to be maintained easily (i.e. replacing your wiper blades). Although not exclusively true to all models, the service position tends to be on vehicles where the wiper arms are concealed by the bonnet.
If the wiper arms are raised from the windscreen, they must be lowered before activating the wipers or washing. Forgetting this could result in damage to your bonnet hood.
